Attendance Policy

Student Attendance (STS-A002) The Compulsory School Attendance Law in Tennessee (TCA-49-6-3001) requires children (ages 6-17 inclusive) to attend school each day. Students who accumulate five (5) days of unexcused absences will be required to participate in a conference with their parent/legal guardian and may be referred to Juvenile Court according to the CMCSS Progressive Truancy Intervention Plan (STS-P010). The following are official or adequate excuses that should be turned in to the Attendance Secretary in the school office: Parents or legal guardians may submit notes for students to be excused up to five (5) days per school year for any reason. Medical note (doctor, dentist, hospital, etc.) for which the student was a patient Court note for which the student was required to be in court Funeral notice (obituary/funeral program of a family member) Military deployment paperwork-for military dependents, TN Law (TCA 49-6-3019) allows the following for out of country deployments: 1 excused absence when the parent leaves for deployment 1 excused absence when the parent returns at the end of a deployment Up to ten (10) days excused absences when the parent is home from the deployment for Rest and Recuperation In addition, local policy allows up to five (5) consecutive days of excused absences (either before or after the deployment) when the parent deployment is less than twelve (12) months Military paperwork/documentation MUST be provided to the school for these to be excused. Below, you will find Frequently Asked Questions regarding ParentSquare, the mass notification system used by CMCSS. What does ParentSquare replace? CMCSS has transitioned its mass notification service from SchoolMessenger to ParentSquare. ParentSquare provides families with improved options to receive communications from schools and the District when and how families want to receive them, with translations in 100+ languages. School and district communication will be sent through ParentSquare. Teachers may use ParentSquare and other communication methods, including but not limited to ClassDojo, Remind, and Google Classroom. Please check with your child’s teacher about their communication methods. Will I still use PowerSchool? PowerSchool is the official grade book and attendance tracker for the district. Families will still use PowerSchool to track their child’s academic progress. ParentSquare fully integrates with PowerSchool, and families are automatically opted in to receive notifications. Information for Families on TCAP Assessments in April

The Tennessee TCAP assessments (state standardized tests) will be administered in CMCSS beginning April 17, 2023. Students in grades 3-5 will be completing the paper-pencil version of TCAP Achievement for English Language Arts, Math, and Science. Students in grades 6-8 will be completing the computer-based version of the TCAP Achievement for English Language Arts, Math, Science, and Social Studies. Students in high school who are currently enrolled in Algebra I, Algebra II, Geometry, English I, English II, US History, and/or Biology will be completing the computer-based version of the TCAP EOC. State law (T.C.A. § 49-1-617) establishes that the state assessments shall comprise a percentage, between 15% and 25%, of a student’s final grade for the spring semester. In CMCSS (policy INS-A023), it is 15%. Students absent on the day of testing receive a zero, following the attendance policy for excused and unexcused absences. Makeup opportunities are provided within the testing window. NEW this year: Tennessee state law provides all students the opportunity to request additional time for completing TCAP assessments if needed. Teachers will provide students a reminder during each subtest of the TCAP to simply raise their hand if they feel they need a few extra moments to finish. The additional time available is equal to 20% of the time allotted for the test section being completed, which is approximately 5 to 17 minutes depending on the content area and subtest. Report Cards for Third Nine Weeks of 2021-2022 School Year Now Available

CMCSS student report cards for the third nine weeks of the 2021-22 school year will be available on Wednesday, January 12. Parents/guardians will access report cards online using the CMCSS Parent Self-Service webpage at parents.cmcss.net. If parents/guardians have issues accessing their child’s report card using CMCSS Parent Self-Service, they can contact their child’s enrolled school. The report card available through Parent Self-Service is considered the official report card with comments for the grading period. Parents/guardians can check their student’s academic progress on PowerSchool at any time. PowerSchool is the official grade book and attendance tracker for CMCSS. While some digital learning platforms have a grade book, please note that official grades will only be recorded in PowerSchool. CREATING A POWERSCHOOL ACCOUNT If you need to create a PowerSchool account, visit powerschool.cmcss.net, click the Create Account tab, and complete the form. Rezoning Plan Approved

The School Board voted to approve the final rezoning plan for middle schools effective the 2022-2023 school year and high schools effective the 2023-2024 school year. No elementary boundaries are affected by this rezoning.

Middle College

Middle College is a unique collaborative program between the Clarksville-Montgomery County School System and Austin Peay State University that enables junior and senior high school students to obtain a high school education while concurrently receiving direct and invaluable access to free college courses. Middle College was designated as a 2023 National Blue Ribbon School. Sep. 1 COVID-19 Mitigation Message

Good afternoon, CMCSS families,  We are reaching out with a few updates and reminders regarding COVID-19. The Tennessee Department of Health’s data indicates Montgomery County’s spread of COVID-19 has continued to increase to 1.083%. Currently, 3,773 students are absent for COVID-19 exclusions of which 832 are self-reported positive cases. For employees, there are 97 positive cases and 171 employees are on COVID-19 related leave. CMCSS has been reviewing information and plans from the Tennessee Department of Education and legalities and best practices for a COVID-19 dashboard for this school year. Please click here to access the 2021-22 COVID-19 District Dashboard.  In our message on Aug. 20, we shared the district’s additional mitigation measures and reiterated the importance of personal choices to mitigate the spread of COVID-19: Stay home when you are sick. Cover your cough or sneeze in your bent elbow. Clean your hands often. Wear an appropriate facial covering indoors and on transportation when you feel you are close enough to others for respiratory droplets to spread. It does not have to be all day; most importantly in common areas and crowded spaces. We want to provide more information on two of those choices. Spectators at Athletic Events

As CMCSS implements its phased return to in-person learning the week of Jan. 25, the district’s Communicable Disease Team has approved a plan to allow a limited number of household spectators at athletic events. The following protocols will be in place at all CMCSS-hosted athletic events effective Mon., Jan. 25: Two (2) household members per student-athlete from both the home team and visiting team are allowed to be in attendance. TSSAA defines “household member” as the student’s parents/guardians or other immediate household members. TSSAA has recently extended this to include grandparents. Each school will communicate protocols for students and visiting teams to turn in the names of spectators for each contest. All spectators are expected to self-screen for COVID-19 symptoms prior to the game and not attend if any such symptoms exist. All spectators are required to wear a mask the entire game. All spectators are required to be physically distanced the entire game. All spectators will be screened before entry into the facility, including temperature checks. Facilities will be cleaned by custodial staff after each game. As TSSAA stated, those who fail to follow protocols are hurting all of our student-athletes and their possibility of completing the season. CMCSS has the authority to enforce health and safety guidelines for spectators and the right to remove spectators who do not adhere to the guidelines. Thanksgiving Break Reminder

Good evening, CMCSS families, As a reminder, next Monday, November 23 through Wednesday, November 25 are pre-planned, district-wide remote learning days for traditional students. With remote learning, students will not report to the school building as they will access learning via the laptops provided by the district. This week, teachers will communicate with students on how to access lessons. Families who need access to no-cost meals can find information here. Thanksgiving Break will be Thursday, November 26, and Friday, November 27, and classes will resume on Monday, November 30. CMCSS students, faculty, staff, and administrators have worked hard to implement the district’s reopening plan and to keep our school buildings open for those families that chose the traditional option. It is going to take the community working together to minimize the spread of COVID-19 in order to keep our buildings open. Please remember, everyone is expected to self-screen prior to entering school property. In addition, students, faculty, and staff should not enter a school building if they are awaiting a COVID-19 test result or if a household member is awaiting a COVID-19 test result unless the household member is being tested routinely for work or surgeries. TNPromise Scholarship Applications Due Nov. 2, 2020

(October 7, 2020) – tnAchieves, the local partnering organization for TN Promise, which provides two years of tuition-free attendance at a community or technical college in Tennessee, is looking for both high school applicants and mentors to assist seniors in pursuing higher education. In Clarksville-Montgomery County, both the number of students who have applied for the scholarship and the adult mentors has seen a significant drop in 2020.  TNPromise Applicants The deadline for high school seniors submitting a TN Promise application is November 2, 2020. Due to disruptions related to the COVID-19 pandemic, most Tennessee high schools are significantly behind last year’s TN Promise application rate. High school seniors who are interested should complete the TN Promise application, submit a FAFSA, and apply to a college. Tennessee high school seniors can submit a TN Promise application by visiting www.TNPromise.gov and applying online. As indicated, the scholarship will provide two years of tuition-free attendance at a community or technical college in Tennessee. Tennessee Promise is a last-dollar scholarship, meaning it will cover the cost of tuition and mandatory fees not met by Pell, Hope, or the Tennessee Student Assistance Award. It is extremely important that all students, employees, and the community self-screen for COVID-19 symptoms prior to visiting any CMCSS facility. Additionally, it is extremely important that parents/guardians do not send their child to school if they are awaiting results of a COVID-19 test or are exhibiting a new on-set of symptoms related to COVID-19.

CMCSS Reopening Update August 20

Good evening, CMCSS families, Tonight, we have a few updates and several reminders for families. Thank you in advance for taking the time to thoroughly review today’s reopening update! Updates Metrics: CMCSS and the Montgomery County Health Department (MCHD) are, on a daily basis, reviewing the several COVID-19 metrics in Montgomery County. Regarding the % of COVID-19 in the community metric, MCHD informed CMCSS that there was a delay in the entry of recovered cases into the data system which directly affects the accuracy of the current number of active cases. Although Montgomery County has hovered right between low to medium spread, the percentage would be lower based on this information. The Tennessee Department of Health is actively updating the calculation. Because of this, MCHD does not recommend using the % of COVID-19 in the community as a basis for transitioning from traditional to remote. CMCSS and MCHD will continue reviewing multiple metrics and will be adding metrics over time such as employee and student absentee rates. CMCSS is continuing to move forward with a traditional reopening on Aug. 31 for families that chose that model for their child(ren). As always, families choosing traditional for their child(ren) should make preparations throughout the year in the event that individuals are quarantined and/or school buildings are closed and remote learning must take place. Quarantines: The 14-day quarantine period restarts any time an individual comes into close contact with someone who tests positive for COVID-19. Furthermore, a household contact is an individual who shares any living spaces with a case. CMCSS Continues Forward Momentum with State Data Release

(Aug. 15, 2019) The Tennessee Department of Education released the state’s report card data for Tennessee school districts today. As the state works to transition through the Every Student Succeeds Act (ESSA) requirements, TNReady legislations, standards and proficiency shifts, CMCSS continues to experience forward momentum in meeting the vision that all students graduate college and career ready. CMCSS continues to outperform the state across multiple measures, experience a graduation rate above the state and national levels, and is home to multiple reward schools. “From this partial data release the State is providing, we can cull some information and trends. We will have to wait on the full release of data to form a complete picture of the School System’s performance,” said Director of Schools Millard House.

Homeschool Information

In Tennessee, parents have the option to educate their children at home, an option known as homeschooling or home education. The CMCSS Student Services Department is the point of contact for homeschooling questions. Parents in Tennessee may choose to home school their own children in grades K – 12. The Tennessee Home School law (Tennessee Code Annotated § 49-6-3050) states: “A home school is a school conducted or directed by a parent or parents or a legal guardian or guardians for their own children.” Parents desiring to home school their own children may do so by choosing one of the following three options. 1. Independent Home School Parents may home school their own children pursuant to Tennessee Code Annotated § 49-6-3050 by registering with their local school district. Early Technical College at Tennessee College of Applied Technology (TCAT) The Early Technical College at TCAT is a unique, hands-on learning experience that allows students a no-cost opportunity to work towards an industry certification while also completing the necessary high school courses for graduation in the state of TN. Students can choose one option from five pathways, earning up to two certifications for the chosen pathway. Students who qualify can use funding from TNPromise to complete TCAT diplomas following HS graduation. All classes required for a high school diploma will be taken on the TCAT campus using an online delivery system. Through the online platform, students will have access to a certified TN teacher who will oversee their progress in each high school course and offer individualized supports as needed. NSCC

Pathways at Nashville State Community College (NSCC) The NSCC Pathway provides opportunities for juniors and seniors in high school to earn certifications in a college pathway while still attending a traditional CMCSS high school. Students will attend NSCC pathway classes on the campus of CHS or NWHS from 7:30-8:25 and then, attend core classes at their zoned high school for the remainder of the school day.  School system transportation will not be provided for students enrolled in NSCC Pathway classes. The following program is offered at Pathways at NSCC: Logistics Technical Certifications This program prepares students for employment in the supply chain management field, including current laws and ethical issues related to large scale purchase, transport and storage of materials. Ready, Set, Register! Start Your Registration Here If your student is new to CMCSS or is transferring between schools, please begin the enrollment process online using Parent Self Service. To complete the enrollment process, parents may go to their child’s zoned school or the Enrollment Center with the necessary documents. However, parents visiting the Enrollment Center still may need to go to their child’s zoned school to complete portions of the enrollment process, including registering for classes. Printed copies of the necessary documents must be presented at the Enrollment Center. Electronic copies will not be accepted. If you are unable to access a home printer, visit the Clarksville-Montgomery County Public Library, which has printing services on the second floor. Bus Rider Eligibility State LawTCA 49.6.2101 allows students living 1 1/2 miles beyond their assigned school is provided with  transportation. CMCSS QualificationsK-5 students qualify if they live more than 1 mile beyond their assigned school. Students in grades 6-12 qualify if they live more than 1 1/2 miles beyond their assigned school. For an exception to school attendance zones, a Special Request for Transfer must be made to and approved by the Student Services Department. 2017-18 Zoning Plan Impact

A study of existing school zone lines and school building capacities has been completed and a plan has been developed and approved for the 2017-2018 school year. The initial recommendation was presented to the Board of Education on Nov. 1, 2016 and has impact on Northeast, West Creek and Kenwood Middle and High schools. Attendance maps are available by clicking on the links below. A public hearing was held on January 3. The final recommendation was presented and approved by the Board of Education on Jan. 10, 2017. This zoning plan will not be implemented until August 2017. 



Education Department Unveils Redesigned Report Card

Education Commissioner Candice McQueen has announced the launch of a new district and school report card, which has a redesigned layout to help educators and families better access and understand information about their schools. The new site also includes results from the 2015-16 TNReady End of Course exams, which are coupled with the release of redesigned student reports that are available today for high school families to learn how their child performed on TNReady. The report card highlights a number of data points that capture the academic success of our districts and schools, and it also includes updated data from the 2015-16 year. One of those updated pieces is a new public school ACT composite average for the class of 2016: 19.9. This is higher than previously reported because the earlier number was limited to the last score a student received on the ACT, not necessarily their highest score, which is included in the new figure.

2016-17 Kindergarten Kickoffs Set

Kindergarten Kickoffs for the elementary schools in CMCSS run through the months of April and May for enrollment in the 2016-17 school year. Children must turn five by August 15 in order to enter kindergarten, according to Tennessee law. Kickoffs give the child and parent an opportunity to hear from the school’s administrator, meet kindergarten teachers and receive registration packets.



Zoning Plan for Oakland Approved

The Clarksville-Montgomery County School Board approved the recommended zone line changes to open Oakland Elementary in August 2015. The Board approved the following exceptions: currently enrolled fourth graders at Northeast Elementary now zoned to Oakland have the option of remaining at Northeast for their fifth grade year. Students currently zoned and enrolled at Rossview Elementary who live south of Highway 79 may remain at Rossview Elementary. Exact addresses will be established and all impacted families will receive a letter in April advising them of the change and of any exceptions tat may be available to them.

2014-15 Rezoning Avoided With Plan

CMCSS presented its plan to the School Board to better balance school enrollment for the 2014-15 school year without rezoning students from their current school assignment. Rossview Elementary’s fifth graders will be assigned to a classroom wing at Rossview Middle School. St. Bethlehem Elementary, which shares its attendance zone with Burt Elementary, will relocate its third grade students to Burt, which currently serves the shared zone’s fourth and fifth graders.



CMCSS Scores 3 A’s, 1 B in Achievement on State Report Card

The state Department of Education today released its system by system report card and Clarksville-Montgomery County has scored an all-time high in both achievement and growth since the transition to the Tennessee Diploma Project standards.  CMCSS earned three A’s and one B in Achievement and three B’s and one A in  student growth. “Am I surprised at these results?” Schools Director B.J. Worthington asked. “No, because our teachers and administrators are working tirelessly to make sure our students are successful.  Am I pleased? Yes, very.”

Zoning Plan for Pisgah Approved

The Clarksville-Montgomery County School Board approved the zoning recommendation for Pisgah Elementary School, as well as a plan to balance attendance zones in three elementary schools in Zoning Region 2. Using feedback from parents concerned about the impact on their children being moved in the adjustment between existing school zones, the recommendation was amended to allow 126 students to remain at their currently zoned school.
